The federal court for the Southern District of New York (Manhattan, Bronx, Westchester, Putnam, Rockland, Orange, Dutchess and Sullivan Counties), issued a notice in April 2o13 inviting comments on the “1983 Plan,” the civil rights case plan. One of the main goals of the Plan was to streamline civil rights litigation given the high number of cases filed, particularly in Manhattan.
